SUPPORTING ECONOMIC DEVELOPMENT IN COLUMBUS:  Columbus 2020! is an aggressive economic development strategy developed through public- private partnerships to help grow the Columbus economy.  The initiative focuses on four core pillars of economic development: the retention and expansion of existing companies and industries in Central Ohio, attracting the world’s leading companies to the region, creating more commercial enterprises by leveraging the regions research assets and entrepreneurs, and improving civic infrastructure and political conditions that will enhance economic development.  Development Committee Chair Zachary M. Klein is sponsoring ordinance 1797-2011, which authorizes the expenditure of $700,000 for the City to enter into a contract with Columbus 2020! for economic development activities associated with business relocation, expansion, and retention as well as other activities related to the City’s continued interest in workforce development, marketing, and entrepreneurship.  The City’s participation will help leverage approximately $4 million in private investment to promote job growth and investment within the City of Columbus.  The goals of the initiative include the addition of 150,000 new jobs by the year 2020, increase personal income by 30 percent, add $8 billion in capital investment and position Columbus to be recognized as a national leader in economic development. 
 
IMPROVING CITY TECHNOLOGY SERVICES:  In the ongoing effort to save taxpayer dollars, the city of Columbus continues to enhance its technology services.  Councilmember A. Troy Miller, chair of the Administration Committee, is sponsoring ordinance 1850-2011 to authorize the expenditure of $19,547.71 from the Department of Technology, Information Services Division, internal service fund for a contract modification with OARnet/OSU for VMWare software upgrades, maintenance and support services.  The upgraded software is needed needed to operate virtual servers which are used by the Department of Technology to reduce costs of data systems, reduce power consumption and cooling requirements and provide further capabilities for recovery and availability of information systems.  The contract modification will provide upgraded services through December 2012. 
 
HELPING PROVIDE WATER FOR THE FUTURE: The Columbus Division of Power and Water delivers over 140 million gallons of water to more than 1 million customers each day.  While local facilities provide enough water to meet current demand, more must be done to ensure there is an adequate supply for the future.  Public Utilities Chair Eileen Y. Paley, is introducing ordinance 1736-2011 which authorizes the expenditure of $14,973,898.50 from the Water Works Enlargement Voted Bonds Fund for the Columbus Upground Reservoirs – Raw Water Pipeline Project.  The project is a result of the Water Beyond 2000 Feasibility Study done as a way to supplement the water supplies needed to support projected economic development in Franklin County.  This project will provide a pipeline to transfer raw water from the Raw Water Pump Station to the R-2 reservoir which is currently under construction.  The reservoir is the largest of the three recommended reservoirs in northwest Delaware County that are needed to meet the long range water supply needs of the communities served by the Columbus Division of Power and Water and Del-Co Water Company. 
 
MILLS CONTINUING TO PROTECT VICTIMS:  In 1988, the City Attorney’s Office created the Stalking Unit within the Domestic Violence Unit to investigate stalking complaints and support victims.  Public Safety and Judiciary Committee Chair Michelle M. Mills is sponsoring ordinance 1924-2011 to authorize the acceptance of $841,661 in grant funding from the U.S. Department of Justice, Office on Violence Against Women for the OVW Stalking Initiative.  The funding will be used for a team of stalking investigators and Franklin County detectives, the development and implementation of training and manuals as well as equipment and supplies.  The program will promote the development of arrest policies and the enforcement of protection order and enhance victim safety and offender accountability in cases of domestic violence, dating violence, sexual assault and stalking.  Stalking occurs when a person engages in a pattern of conduct that knowingly causes the victim to believe the offender will cause physical harm or mental distress to them.  Menacing by stalking is a crime under Ohio Revised Code Section 2903.211 and a first degree misdemeanor with a maximum penalty of six months in jail and/or $1,000 fine.  A fifth degree felony may be filed if there is a previous stalking conviction.
 
ENCOURAGING EMPLOYMENT AND BUSINESS GROWTH IN COLUMBUS:  The Central Ohio Minority Business Association (COMBA) is a non-profit agency which provides entrepreneurial development assistance and high-end business consulting free of charge to start-up and emerging business owners on a non-discriminatory basis.  Minority and Small Business Development Committee Chair Hearcel F. Craig is sponsoring ordinance 1875-2011 to authorize the expenditure of $37,500 to enter into an agreement with the Central Ohio Minority Business Association to increase employment opportunities and business growth in Columbus.  During the last three years, COMBA has provided consulting services to over 3,166 business people, resulting in the creation of 265 new jobs and the retention of 493 jobs.
 
FINANCE COMMITTEE Public Hearing: Councilmember Priscilla R. Tyson, chair of the Finance Committee, will host a public hearing on Thursday, November 17, 2011 at 5:00 p.m. in City Council Chambers to review the city’s third quarter finances.  Finance Director Paul Rakosky will present a report on the Third Quarter Financial Review.  Those who wish to address City Council are welcome to submit a speaker slip at City Hall on the day of the meeting.

Sweat to the Oldies with Richard Simmons!
Grab your headband and sweat to the oldies with Richard Simmons! On Wednesday, November 16, at 7 p.m., participate in a group fitness class led by the most energetic and revered fitness expert in the nation! After the class, Simmons will speak on managing a healthy lifestyle while in college and secret tips to young success. 

Tickets for the fitness class are available now at the Ohio Union Information Center and the RPAC Welcome Center with a BuckID. Bleacher seating also will be available for Ohio State students, staff, and faculty wanting to attend but not participate in the workout.

Thanks for Giving Swim Meet
As part of The Ohio State Swim Club's "Thanks for Giving" Fall Classic Swim Meet on Saturday and Sunday, November 19 - 20, the team is hosting its second annual food drive for the Mid-Ohio Food Bank. Last year the event raised 3,772 pounds of food in just two days.

The food drive begins on Monday, November 14, and will wrap up on Sunday, November 20 at the Thanks for Giving Fall Classic Swim Meet. Non-perishable food donations may be dropped off at the RPAC Welcome Center or the McCorkle Aquatic Pavilion lobby.

Battle Against Hunger
Every year, the Ohio State community participates in Battle Against Hunger, a food drive competition between Ohio State and Michigan. The goal of this competition is to collect more pounds of nonperishable items to donate to local food banks than Michigan.  The Battle Against Hunger takes place this year November 1 - 22.    Drop boxes will be available in the RPAC lobby.

NEW police crime lab: The Columbus Division of Police Crime Lab analyzes thousands of pieces of evidence through forensic science each year. Although the lab accepts requests for analysis from any Central Ohio law enforcement agency, 95 percent of analyses are performed for Columbus Police cases.  Public Safety Committee Chair Michelle M. Mills is sponsoring ordinance 1635-2011 to authorize the expenditure of $2 million from the Department of Public Safety’s Voted Bond fund for the planning and design of a new, larger facility on Woodrow Avenue.  Currently, the lab has 14 Forensic Scientists performing analysis for drug identification, firearms, forensic biology/DNA, latent fingerprint development and questioned documents. In 2010, the lab received 10,800 requests for analysis and 9,850 requests so far this year.  The new facility will be 30,000 sq ft and replace the current 6,300 sq ft facility on King Avenue.      
 
ENSURING CITY RECORDS AND DATA REMAIN SECURE:  The City of Columbus utilizes technology equipment each day to ensure the efficiency of daily city operations.  As the City updates this equipment or disposes of obsolete or worn out equipment, the secure removal and destruction of this equipment is necessary.  Administration Committee Chair A. Troy Miller is sponsoring ordinance 1772-2011 to authorize the Finance and Management Director to enter into a contract with Round2, an electronics recycler, for the secure removal and destruction of, or testing, sanitizing and return of used technology equipment as needed.   The contract will provide for the secure handling and tracking of equipment that may contain sensitive information, testing, sanitizing and return of equipment if desired, certification of wiping and/or destruction of equipment and the assurance that all items are 100% recycled with no waste going to landfills.
 
HELPING WORKING FAMILIES AND INDIVIDUALS: Instituted by Congress in 1975, The Earned Income Tax Credit (EITC) is a refundable federal income tax credit for low to moderate income working individuals and families. The Franklin County EITC Coalition is a group of nonprofit, business, community, labor, immigrant, and religious organizations and was created in 2002 to  encourage qualified working families to take advantage of the Earned Income Tax Credit and to provide free tax preparation services to those with a household income up to $50,000 per year.
Health, Housing and Human Services Committee Chair Hearcel F. Craig is sponsoring ordinance 1759-2011 to authorize the expenditure of $10,000 from the Emergency Human Services Fund for a grant agreement with the United Way of Central Ohio for the coordination of the 2011 tax season Earned Income Tax Credit (EITC) Program.   Since 2007, The Coalition helped income-eligible households complete and file 12,363 tax returns. These taxpayers have claimed over $14.8 million in refunds and benefited from an estimated $3 million in savings on tax preparation fees and loans.
 
BROWNFIELD REDEVELOPMENT IN COLUMBUS:  Brownfield revitalization, which transforms vacant and abandoned properties into job-creating projects, continues to be a top priority for City Council’s economic development strategy.  Development Committee Chair Zachary M. Klein is sponsoring ordinance 00957-2011, which authorizes the expenditure of $68,300 for a grant agreement with Heapy Engineering for sustainable construction of office facilities at Heapy Engineering, 1800 Watermark Drive.  The grant award is pursuant to the Green Columbus Fund which was established in 2010.  The fund represents the City’s commitment to foster sustainable building through LEED certification and to foster sustainable Brownfield assessment and redevelopment. The program will produce economic, environmental and social benefits for Columbus and its residents.
 
IMPROVING CITY BUILDINGS:  Finance Committee Chair Priscilla R. Tyson is sponsoring ordinance 1794-2011 to authorize the expenditure of $201,000 for the replacement of the cooling tower at the city’s Carolyn Avenue facility.  The current cooling tower is leaking water and chemicals, leading to additional maintenance costs.   Failure to replace this unit in a timely manner could lead to the total failure of the unit and uncomfortable building temperatures for employees and visitors. The facility houses the city’s Department of Building and Zoning Services and Citywide Training and Development Center for employees. 
 
MAKING CITY STREETS SAFER: In an effort to promote pedestrian safety and expedite vehicular traffic flow, the City of Columbus is responsible for roadway pavement marking along the City’s roadway system.  Public Service Committee Chair Eileen Y. Paley is sponsoring ordinance 1731-2011 to authorize the expenditure of $405,941.00 from the Street and Highway Improvement Fund for the purchase of pavement marking materials and reflective glass spheres.  The marking materials will be used for lines to mark traffic lanes, turn arrows, and wording to describe the pattern of traffic for a specific lane such as ONLY (as in right turn only).  The reflective glass spheres are used on top of the pavement markings to make them reflective to be seen at night.
