Craig, chair of the Health, Housing & Human Services Committee, will discuss the 2011 Summer Food Service Program offered by the Columbus Recreation and Parks Department.  The annual program provides free breakfast, lunch and snacks to children ages 1-18 at over 160 sites throughout Columbus.

Lack of transportation is hurting our health

This week saw the release of three different reports providing concrete evidence that transportation conditions in the U.S. are wanting. 

Apparently, in many places, traffic and our commutes are killing us prematurely, we can't walk anywhere safely and even huge gas price increases will not get us out of our cars; they will just put us into more fuel-efficient ones. 

The Harvard Center for Risk Analysis (HCRA) at the School of Public Health's study, "The Public Health Costs of Traffic Congestion: A Health Risk Assessment," says that the fine particulate matter that comes from traffic congestion led to more than 2,200 premature deaths in the U.S. last year.

(Columbus)--The summer driving season is about to begin and while motorists hit the road; Columbus City Councilmember Michelle M. Mills is working to make sure consumers are getting what they pay for at the pump.   Mills, the chair of the Public Safety Committee, has asked city leaders to craft legislation that will enable city workers who are already testing for the quantity of fuel purchased at the pump to also be able to test for the quality of fuel being placed into cars.
“We have already seen $4 a gallon gasoline this spring and we are just beginning the summer driving season,” said Mills.  “It is more important than ever to make sure that our residents are getting what they pay for when they fill up their tanks.  Every penny counts.”
Ohio is one of four states that does not have a law requiring statewide fuel quality testing.  Although the City of Columbus may test for fuel quality, it does not have any regulatory authority to hold stations accountable when lower than posted octane fuel is found.   The Division of Public Safety Weights and Measures is responsible for testing more than 6000 gas pumps at 280 Columbus stations for fuel quantity. 
“A car is an expensive investment, requiring hundreds of dollars of maintenance a year just to make sure it is in proper running condition,” said Mills.  “Consumers should not have to worry about the quality of the gas they buy on top of other car care issues.”
Summit County is the only county in Ohio that has the regulatory authority to test for fuel quality.  Media reports from Summit County  say rags, leaves, water, cigarette butts, even frogs have been found in underground storage tanks and could make their way into the fuel purchased, lowering the quality of the fuel and increasing the possibly of damaging a car’s engine, leading to expensive repair bills for the owner.

City Council Holds Zoning Hearing To Discuss Cooper Stadium Development

WHAT :
Councilmember A. Troy Miller, chair of the Zoning Committee, will hold a public hearing to discuss the application to rezone Cooper Stadium from Rural District to Commercial Planned Development District. 
 
Speaker slips will be accepted on the day of the hearing and can be filled out beginning at 8 am at the City Hall security desk near the Front Street entrance of the building.  Speaker slips will be accepted until 6 pm in
Council Chambers.  Parking is free after 5 pm at City Hall and the meeting will be broadcast live on CTV, Columbus’ public broadcast channel 3 on local cable systems.
 
City Council is expected to hold a first reading on the Cooper Stadium zoning application June 20 at 6:30 pm.  Per rules of Council, during this meeting, no speakers will be accepted. 
 
The next possible date City Council could take action on the application would be Monday, June 27 at 6:30 pm during the regularly schedule Zoning Committee meeting.  Per rules of Council, three speakers will be allowed to speak in favor of the application, and three will be allowed to speak in opposition. All speakers will have three minutes each to present with speakers addressing City Council in the order their slips were submitted to the City Clerk’s office.
 
Speaker slips are available at the City Hall security desk located at the Front Street entrance to the building beginning at 8 am on the day of the hearing.  Speaker slips are not accepted before hearing dates.  It is the policy of City Council that speaker slips must be delivered personally by the individual wishing to speak.  A security guard will timestamp each speaker slip that then can be placed a box to be collected by City Council staff. 
 
Those wishing to provide written testimony or other documentation should provide no fewer than seven copies to the Zoning Committee Chair prior to the hearing.

Memorial Weekend Facility Hours

Two Pools to Close for Maintenance at McCorkle Aquatic Pavilion
Repairs have been scheduled in the McCorkle Aquatic Pavilion from July 4 to October 16, 2011. The competition pool and diving well will be closed during this time while ceiling surface issues are addressed. The RPAC recreation natatorium (class pool, leisure pool, lap pool and whirlpool spa) will remain open for recreational swimming, scheduled classes, and events.

 

These repairs will take place as quickly as possible. Exact completion dates are estimated as the length of each project may vary. We appreciate our patrons' flexibility during this time. The work has been scheduled during our least busy time of year in the facility.

 

A detailed listing of Rec Sports swimming options will be posted and updated throughout the summer on the recreational sports web site

2011 Summer Softball Slam
Play softball this summer in the ASA Summer Softball League! The league runs June 19 - September 4 and features both men's and co-ed divisions. All games will be played at Fred Beekman Park at Ohio State. Cost is $400 per team. The deadline to register is Friday, June 3. American Red Cross Lifeguard Training/Certification Course
Looking to become a lifeguard or need to recertify? This course is for you! The American Red Cross Lifeguard Training/Certification course takes place Thursday, June 9 – Sunday, June 12 at the McCorkle Aquatic Pavilion. After completing this course, participants will receive the following certifications: lifeguard training (three years); First Aid (three years); Cardio Pulmonary Resuscitation (CPR) for the Professional Rescuer (one year); and automated external defibrillator (AED) (one year). Registration opens May 9. Cost is $150 for members and $200 for non-members. Participants who successfully complete the course may be offered an opportunity for employment within the Department of Recreational Sports.

Summer Rec Sports Memberships

Stay in shape this summer! Spring quarter memberships expire on Sunday, June 19. Summer memberships are available to purchase beginning May 1, even if you aren't enrolled in classes or are enrolled in less than four credit hours this summer. Any student currently enrolled for spring 2011 can purchase a summer membership for the quarterly rate of $82. Semester students summer dates run May 15 - August 20, while quarter students summer dates are June 12 - September 20. Community Programs is offering an end of spring two-week Learn-to-Swim program to help your child become more comfortable in the water before summer fun! This session will meet Monday through Thursday for two weeks during the weeks of June 6-9 and June 13-16.  Class levels range from parent/child up to Learn-to-Swim level 3, including all levels of preschool aquatics.  Registration is open from May 2 through June 1 and spots are limited so register soon! CONTINUING THE redevelopment of the former Columbus Coated Fabrics site: The city of Columbus continues its promise to assist in the redevelopment the former Columbus Coated Fabrics site in the Weinland Park Neighborhood with housing, green space and improved roadways.  Public Service & Transportation Committee Chair Eileen Y. Paley is sponsoring ordinance 0615-2011 to authorize the expenditure of $994,332.65 to enter into a guaranteed maximum cost agreement with Wagenbrenner Development for public infrastructure improvements and construction inspections on and around the site.  The project consists of improvements to City water and sanitary sewer infrastructure. The sanitary sewer improvements consist of approximately 1,200 linear feet of new 8" sewer pipe at a lower elevation in alley west of Grant Avenue between Sixth Avenue and Eighth Avenue. The water improvements consist of the installation of approximately 2,000 feet of 6-inch and 8-inch water lines on Sixth Street and Eighth Avenue. These water improvements will provide for general rehabilitation of the area distribution system including construction of new water lines, new fire hydrants, and transferring water services.
 
MAKING GOVERNMENT MORE EFFICIENT:  In an ongoing effort to make City government more efficient, save taxpayer dollars and improve access to public information, Administration Committee Chair A. Troy Miller is sponsoring ordinance 0807-2011 which will allow Council to upgrade its electronic legislative tracking software, Legistar.  The program is used to write and submit legislation, create and maintain Council Agendas, record Council votes, and assist in the production of the City Bulletin. The software upgrade will offer enhancements, support, better security and enable Council to operate more efficiently. The city has saved over $120,000 per year in the City Clerk’s office alone since the inception of the Legistar system ten years ago. 
 
FINANCE COMMITTEE Public Hearing: Councilmember Priscilla R. Tyson, chair of the Finance Committee, will host a public hearing on Tuesday, May 24, 2011 at 5:30 p.m. in City Council Chambers to review the city’s first quarter finances.  Finance Director Paul Rakosky will present a report on the First Quarter Financial Review.  Those who wish to address City Council are welcome to submit a speaker slip at City Hall on the day of the meeting.
 
CRIME PATROL TO HELP KEEP DOWNTOWN SAFE:  For over 19 years, the Community Crime Patrol (CCP) has assisted Columbus Police in monitoring our neighborhoods and watching for signs of potential criminal activity.  Public Safety Committee Chair Michelle M. Mills is sponsoring ordinance 0731-2011 to authorize the expenditure of $80,000.00 to modify the current contract with the Community Crime Patrol for trained staff to patrol the Columbus Commons, the Scioto Mile and the North Bank Park.  These downtown areas are in addition to the current patrolled areas in the Hilltop, Franklinton, Merion Southwood, and Ohio State University areas, as well as several multi-use trails around the city.  The contract extends through February 28, 2012. 
 
EXPANDING PARKLAND: In 1997, the City of Columbus acquired parkland in the vicinity of Spindler Road and Summerlawn Drive, and commonly known as Spindler Park, for the purpose of providing an active recreation area to the surrounding community. The property located at 2085 Spindler Road remained and currently divides the park.  In an effort to consolidate the park properties, relieve possible proximity issues with residential homes, and improve park programming, Recreation & Parks Committee Chair Zachary M. Klein is sponsoring ordinance 0690-2011 to authorize the expenditure of $299,803.35 from the Voted Recreation and Parks Bond Fund for the acquisition of the remaining property located at 2085 Spindler Road. The Spindler Road Park is located on the city’s Westside and features athletic fields, parking, and a lighted woods and wildlife area. 
 
CRAIG TO ADDRESS 2011 OHIO BUSINESS OPPORTUNITY FAIR: Councilmember Hearcel F. Craig has been invited to speak at the 2011 Ohio Business Opportunity Fair (OBOF) Opening Reception on Tuesday, May 24, 2011.  The event begins at 4:30 p.m. and is being held at the Hyatt Regency Hotel (350 N High Street).  White House Staffer Michael Blake will serve as the keynote speaker.  Blake is the Director of African American and minority business outreach and the Deputy Associate Director of the Office of Intergovernmental Affairs for The White House Office of Public Engagement.

Garden Weekend!

Hello Gardeners!
We will be planting the community bed tomorrow morning, 9am-noon (Saturday, May 21), and doing some other things like getting a few things from a neighbors yard for borders and potato planting, planting flowers along the fence, and general garden readiness.
 
On Sunday, we will be placing the pavers for the wheelchair accessible areas of the garden! All hands are needed from 9am-noon (sorry about the time frame) as this will be heavy work and many hands will make it easier. We have a student group from OSU coming to help - they requested the time frame, so if you need to come later, that's fine! Anyone with hard rakes, please bring them. If you want to drop them off in the garden on Saturday, we can store them in the tool box overnight.
 
Thanks to everyone in advance for their help. Lu Taylor has made a wonderful card for all of us to sign and send to Bill Gerhardt and Greenscapes for donating the pavers. We will also be creating some signs either this weekend or in the coming couple of weeks - we'd love help if you have an eye for painting.

Cleveland rail ridership is way up, bus is flat

Good news on Greater Cleveland RTA ridership...

Although regular route bus ridership in Cleveland is flat, rail and bus rapid transit (BRT) ridership is up nearly 8 percent....
 
Comparing April 2011 to April 2010...
* Heavy rail up 18 percent
* Light rail up 5 percent

Comparing year-to-date, Jan-April, 2011 to 2010....
* HealthLine (BRT) up 3.5 percent
* Heavy rail up 11 percent
* Light rail up 1 percent
* Total rail up 7.7 percent

Average systemwide (rail, BRT, regular bus etc) weekday ridership is up 2 percent, or 3,367 trips per day, compared to last year. This is the highest average daily ridership has been since 2009.

Total Rapid Transit ridership increased by 13.5 percent in April. This is the highest rail ridership since 2007. Daily average ridership on the rail system grew by 16 percent. Nearly 4,000 more customers rode the Rapid daily than last April.

Trolley bus ridership in April was 87,885; an increase of 5%, or 4,203 more rides than last April.  Average daily trolley ridership was 4,185 rides. 

3,022 bikes were boarded in April...an 8.3 percent increase over last year. Year-to-date bike related trips are 7,391.

DAYTON  The high cost of going to work has led some displaced Ohio workers to choose not to, instead relying on their weekly unemployment benefits, which can pay more than many of the jobs available to them.

"I've been looking for a job for more than a year, and I've only had two decent offers. They were both in Cincinnati," said Lannie Scott, a former administrative assistant from Dayton who lost her job when the landscape company she worked for shut down because of the sour economy. "I would have spent most of my paycheck on gas and actually ended up losing money."

Scott is among the fraction of unemployed Ohioans receiving maximum benefits, ranging from $387 a week for singles with no dependents to $470 a week for someone with one or two dependents, and $524 for someone with three or more dependents. One economist estimated that 1 percent of all unemployed Ohioans receive the maximum benefit.
