Taft's ODOT Director) Proctor has long denied that a pay-to- play culture exists at ODOT, insisting through his spokesman that there was nothing unseemly about his decision to co-host an invitation-only "transportation summit" in August with Republican gubernatorial candidate Ken Blackwell and about 60 ODOT contractors.

....Roberts didn't realize it then, but the private-industry proponents were wired into the Taft administration and GOP politics.

Clark Street, president of the Contractors Association, had been an ODOT deputy director under fellow Republican Gov. James Rhodes. Jerry Wray, who had been Proctor's boss as ODOT director under Republican Gov. Voinovich, was a vice president at Flexible Pavements of Ohio, the asphalt industry association.

 NEWARK - Jerry Wray of Newark, former director of the Ohio Department of Transportation, will return to his former post next year.

Gov.-elect John Kasich will announce this morning that Wray is his choice for ODOT director, according to a source in the governor-elect's office.

The announcement is scheduled for 10:30 a.m. today in the Licking County Common Pleas courtroom in the Licking County Courthouse.
 
...During the 1990s, Hottinger said he discussed with Wray the importance of projects such as the Ohio 161/37 expressway, the Thornwood Drive corridor and passenger rail.

Ginther, chair of the Finance and Economic Development Committee, will hold a public briefing to discuss ProjectONE, The Ohio State University Medical Center’s $1 billion expansion project and related tax incentive proposed by the city’s Development Department.  ProjectONE will create an estimated 6,000 new jobs in the construction and medical fields.  Leaders at The Ohio State University have promised to invest $10 million in health and housing programs in the neighborhood near University Hospital East.  This project, and the associated Memorandum of Understanding, will also be discussed.  Parking is free after 5 pm at City Hall and the meeting will be broadcast live on CTV, the City’s public broadcast channel.

ODOT cites heightened Amtrak ridership in light of potential program cuts
 
Republican Gov.-elect John Kasich has made it clear he will cancel Ohio's $400 million passenger train project when he takes office in January. Gov. Ted Strickland, who lost to Kasich earlier this month and strongly supported the project, denied Kasich's recent request to halt spending on environmental and engineering studies related to it that already has topped $1 million.

Advocates for the project, which would use federal stimulus money to establish a Cleveland to Columbus to Cincinnati train line, remain hopeful Kasich will change his mind. While Kasich views the 3C rail corridor as a waste of money, supporters say it will create jobs and meet a growing demand for passenger train service.

The Ohio Department of Transportation issued a news release on Oct. 25 touting the increasing desire among Ohioans to travel by train. The department said "demand for transportation choice is on the rise, with 14 percent more Ohioans riding passenger trains over the past year."

NEW ORLEANS -- The Lyons family headed for Houston on Amtrak's Sunset Limited, their first train trip.

"Cause my husband wanted to experience the train," said New Orleans resident Byrna Lyons.

They joined a long line waiting to board the Sunset Limited, which holds 110 passengers. For some, the decision to take the train was influenced by airline security screenings, especially the new, intrusive body scans and pat-downs.

For 30 years, Marcia Miller has flown across the country to Toledo, Ohio, to join four generations of her family for Thanksgiving dinner. But scared off by newly ramped-up airport security measures — including full-body scans and, in some cases, "enhanced" pat-downs by TSA workers — Miller has decided instead to dine alone in L.A.

She is opting out.

"Am I really supposed to let a total stranger rub my private parts because I bought an airplane ticket?" said Miller, who runs the jewelry and fashion website, ILoveAccessories.com. "Would you allow your daughter to be patted down by a stranger and not feel like punching the person that did it? It leaves scars... just like a rape leaves scars."

North Carolina = the state that has gone from Mayberry RFD to an economic powerhouse.
Ohio = a state that risks going from an economic powerhouse to Mayberry RFD.
Oh, by the way Ohio Senator Tom Patton:  two-thirds of NC's Charlotte-Raleigh trains DO NOT travel beyond those two cities to the Northeast, as you claim.

We've long thought a lot of the states of Ohio and Wisconsin for their many contributions to American history, culture and prosperity, not to mention airplane inventors, football teams and cheddar cheese. So it was with particular appreciation that we recently read of those states' newly elected governors' intentions to refuse $1.2 billion in federal rail money to develop high-speed rail projects in those areas.

As Ohio Gov.-elect John Kasich so elegantly put it, "That train is dead." He was referring to a proposal to link Cincinnati, Cleveland and Columbus with passenger rail service that would ply the Midwestern route at a stately 50 miles per hour. Kasich wants none of it. And Wisconsin Gov.-elect Scott Walker doesn't want money for train service between Madison and Milwaukee.

Good. We take the governors at their word when they say they don't need the money their predecessors had applied for and been awarded. But there are other states with traffic congestion problems and significant air travel delays that would be delighted to have all or part of the money Ohio and Wisconsin don't want. California is one of them, but with the Golden State's budget problems that dwarf North Carolina's, sending the money to the West Coast may not be the best use of it.

A CEREMONY was held today in Steinbourg, France, to mark the start of civil works on the second phase of the TGV Est high-speed line.

The 106km extension from Baudrecourt to Vendenheim is due to open in 2016 and will reduce Paris - Strasbourg journey times from 2h 20min to 1h 50min, and Luxembourg - Strasbourg from 2h 10 min to 1h 25min.

Ginther Applauds Passage of Domestic Partner Health Benefits
 
Councilmember Andrew J. Ginther applauded his Council colleagues this evening after they voted unanimously in favor of providing health benefits to domestic partners of City employees. The ordinance (1077-2010) also brings Columbus into compliance with provisions of the 2009 federal Affordable Care Act, and the 2009 State of Ohio budget which allows children to remain covered under their parents’ insurance until age of 28.
 
“By voting in favor of this ordinance tonight, we have made good on a long-standing commitment to ensure that all City employees are treated fairly and that they have equal access to health care benefits,” said Councilmember Andrew J. Ginther.  “I am very thankful for the hard work put in by my Council colleagues and the administration to pass this ordinance, and I applaud their follow-through on this important issue.”
 
The ordinance passed by Council authorizes the City’s Human Resources Department to modify the city employee benefit plan to extend health benefits to an adult with whom the covered employee shares a permanent residence. In addition, the benefit plan will require the additional eligible dependent to:
 
  • Have been in an exclusive relationship with the employee for at least 6 months with the intention of remaining in the relationship indefinitely;
  • Be at least 18 years of age and mentally competent;
  • Sign a declaration of financial interdependence with the employee and demonstrate financial interdependence through joint ownership of property, an automobile, a bank or credit account or through a will, life insurance plan, insurance policy or power of attorney.
 
“By ensuring that all City employees have equal access to health care we are joining the likes of major Columbus employers, successful businesses and responsible government leaders who have long provided domestic partner benefits,” said Councilmember Ginther. “We are not only doing the right thing by providing domestic partner benefits, we have better positioned the City of Columbus to compete for the most talented employees and have made the City a better place to work.”
 
Eligible dependents would be covered following a 30-day open enrollment period immediately following the passage of the legislation. The extension of domestic partner benefits are estimated to cost approximately $650,000 in 2011.

Ridership on the Cuyahoga Valley Scenic Railroad is on track for a record year.

Through Oct. 31, the popular tourist railroad through the Cuyahoga Valley National Park had recorded 143,561 passengers for the year.

That number will surge in coming weeks, as about 32,000 passengers are expected on the Polar Express, the popular holiday-themed trains, from Akron, Canton and Independence into the Cuyahoga Valley.

That means the railroad is looking at a new attendance record of about 180,000 passengersin its 38th year.

KJP note: The following sidebar article was just as impressive to a capital investment guy like me. Since 1990, CVSR has benefited from $30 million in federal funds. A big reason why CVSR carries more passengers in Ohio than Amtrak is because it gets much more federal capital improvement funding than Amtrak does here in Ohio....

Rockside project next on improvement list

...Since 2006, the park service has spent nearly $9 million on capital improvements for the railroad.

The list includes $2.1 million to upgrade signals, $1.1 million for improvements at the Rockside Station in Independence (a project that will get under way in January), $437,000 for an excavator-mower, $373,000 for a handicapped-accessible car and $333,456 for a new audio tour available on the trains.

About $994,000 is earmarked for replacing a trestle over Sand Run in Northwest Akron. Design work is under way.

That $9 million total includes federal stimulus funds funneled through the park. It provided $2.4 million to convert nine miles of jointed rail to smoother-riding welded rail, plus another $440,000 to replace aging ties between the rails.

BUILDING HEALTHY FAMILIES:  The Columbus Health Department, through grant funds from the Ohio Department of Health, operates clinics for the Women, Infants & Children (WIC) Program.  WIC provides various healthcare programs to income-eligible pregnant and breastfeeding women, women who recently had a baby, infants and children up to five years of age who are at health risk due to inadequate nutrition.  The WIC budget provides money for the lease of real property to be used as clinic space for the program.  The program shares three locations with the Columbus Neighborhood Health Centers (CNHC).  Councilmember Charleta B. Tavares, chair of the Health and Human Development Committee, is sponsoring ordinance 1639-2010, which authorizes the expenditure of $27,300 for shared occupancy expenses at these three WIC offices through September 30, 2011.   
 
CELEBRATING THE COLUMBUS CLIPPERS:  Since its establishment in 1977, the Columbus Clippers franchise has been a treasured member of our community.  Recreation and Parks Committee Chair Priscilla R. Tyson is sponsoring resolution 0154X-2010 to honor and recognize the team for their 2010 International League Governors’ Cup Championship and for winning their first Triple-A National Championship.  The team was also named the 2010 Triple-A Team of the Year by Baseball America.  The Clippers General Manager Ken Schnacke will be in attendance to accept the resolution.     
 
PREPARING FOR WINTER POTHOLES: The City of Columbus is preparing for potholes on city streets and roadways this winter.  Public Service & Transportation Committee Chair Hearcel F. Craig is sponsoring ordinance 1620-2010 to purchase up to $100,000 of winter asphalt from Apple Smith Corporation.  Winter asphalt is used by personnel in the Department of Public Service to repair streets and roadways during the cold weather months.
 
MODERNIZING POLICE EQUIPMENT TO HELP PROSECUTE CRIMES:  In an effort to solve crimes, members of the Columbus Division Police interrogate thousands of suspects each year.  Public Safety Committee Chair Andrew J. Ginther is sponsoring ordinance 1530-2010 to authorize the expenditure of $69,962.00 from the Law Enforcement Drug Seizure Fund for the purchase and installation of a new digital audio/video recording system for interrogation of suspects.  The new system will replace the current obsolete system and utilize digital, non-proprietary windows based video compression technology that is compatible with the city’s existing computer network. The new recording system will also provide improved information recording, retention, and retrieval of suspect information which is vital to successful criminal prosecutions. 
 
SUPPORTING THE ARTS IN COLUMBUS: City Council continues to work with the community to strengthen Columbus’ creative economy.  Administration Committee Chair A. Troy Miller is sponsoring ordinance 1664-2010 to provide a $300,000 matching grant to the Columbus Cultural Leadership Consortium (CCLC) to sustain arts and cultural services that enrich the Columbus community.  Formed in 2006, CCLC brings organization and voice to Columbus’ major cultural and artistic "anchor" institutions, with a focus on policy and strategy.  Among its desired outcomes is the promotion of culture and arts to form a significant differentiator for Columbus to contribute to the city's overall economic development.
 
MAINTAINING MUNICIPAL COURT SOFTWARE:  Each day, thousands of Columbus residents access the Municipal Court information they need due to easy-to-use software on the Municipal Clerk of Court’s website.  CourtView Version 2.34 is the court’s case management software, allowing deputy clerks and the public to locate the history of a case by entering the defendant’s name, ticket number or case number.  Ordinance 1510-2010, sponsored by Judiciary and Court Administration Committee Chair Eileen Y. Paley, authorizes the expenditure of $80,000 for the renewal of a contract for two consecutive years with NashWest, LLC for support services.

Metra commuters — your attention, please. The next outbound Union Pacific train to Harvard with intermediate stops at Des Plaines, Mount Prospect, Arlington Heights, Palatine, Barrington and Cary (and a lot of other northwest 'burbs), has caused the number of home sales in your municipalities to be up a robust 57 percent over last year, and your home's value to go up at least 9 percent over last year.

Though Union Pacific line residents came in tops in a RE/MAX Northern Illinois survey of the impact of train lines on home sales, they aren't the only areas that have enjoyed the train line bump.

RE/MAX analyzed home sales in a three-town sample along each of the 11 Metra corridors and compared those numbers to home sales throughout the suburban market. Overall, the report found that Metra municipalities averaged 10 percent more home sales growth in the first half of 2010 than non-Metra towns.

Gulf Arabs on track with rail network

Middle Eastern governments have pledged $100 billion for building up their rail networks while America, the biggest oil addict on the planet, has no national rail investment plan. Result: we don't have options to driving so we end up giving more oil money to the Middle East so THEY can build them for themselves!

Gulf Arabs on track with rail network

RIYADH, Saudi Arabia, Nov. 19 (UPI) -- Saudi Arabia and its Persian Gulf partners are driving to develop a railroad grid across the Arabian Peninsula that would reduce the strategic threat to their exports of oil, gas and other resources.

The plan is to link the oil-rich region's network to Jordan to connect it to the rest of the Arab world and even Europe through Turkey.

That's a grandiose version of the Hejaz Railway that ran from Damascus to Medina in Saudi Arabia, built by the Ottoman Turks in 1900-08 and a favorite target of Lawrence of Arabia and his desert warriors 10 years later.

WI Gov.-Elect May Back Track On High-Speed Rail

Wisconsin Gov.-elect Scott Walker is reportedly reconsidering his opposition to federal funding for high-speed rail. Facing pressure from Transportation Secretary Ray LaHood, and the Wisconsin Democratic Party, Walker now says he may accept the funding to upgrade existing rail lines. Studies have shown that rail usage in Wisconsin has outpaced the national average. From FY 205 to FY 2009 every Wisconsin station's growth outpaced the national growth of 7.1 percent over the same period.

PRESIDENT MICHAEL C. MENTEL ANNOUNCES HIS RESIGNATION FROM COLUMBUS CITY COUNCIL
 
After more than a decade of service to the Columbus community, City Council President Michael C. Mentel announced his resignation from City Council.   Councilmember Mentel was elected President in January 2007 and served has served on City Council since January 1999.   He has chaired numerous committees, including Safety, Zoning, Judiciary and Court Administration, Recreation and Parks and Rules and Reference Committees.  
 
“After careful consultation with my wife and family, I have decided that now is the time to end my tenure on Columbus City Council,” said President Mentel.  “I have been humbled by the continual support of the public and consider myself extremely fortunate to have worked with so many talented and caring city workers and neighborhood leaders.”
 
President Mentel says he is most proud of his work with Columbus safety forces, making sure that the thousands of men and women who work for the Division of Police and the Division of Fire have the resources they need to be the best trained and equipped in the nation. 
 
“Every budget we have passed while I was on City Council reflects the importance of protecting our residents and visitors, that’s why the overwhelming majority of our spending goes toward public safety programs,” said President Mentel.  “These brave men and women, from the rank and file to the top brass and union leadership, deserve the highest amount of respect and praise from the Columbus community.”
 
In addition to funding those in uniform, President Mentel continually worked to care for the most vulnerable in our community. President Mentel created the position of Director of Advocacy for Homeless and Social Services.  This office, believed to be the first of its kind in the nation, provides a direct link between a wide variety of city services that deal with the homeless and agencies in the community that can help move men, women and sometimes entire families from the land to stable housing situations.  
 
President Mentel has worked tirelessly to raise Columbus’ profile on the national and international stage.   In addition to visiting with business and community leaders from across the country about the advantages Columbus has to offer companies, he also helped lead a trade mission to Israel that included representatives of Battelle, the Chamber of Commerce and TechColumbus which helped secure agreements that will lead to future high-tech investment opportunities for Columbus.   
 
He was also a strong voice for Columbus in the state house and the U.S. Capitol.   President Mentel worked in a bi-partisan fashion to craft legislation that helped lead to the move of the Columbus casino from the Arena District to its current West Broad Street location.   He also went to Washington, D.C. to highlight how unfunded federal mandates were forcing Columbus residents to pay higher utility rates to meet newly implemented guidelines.
 
This spring, President Mentel empanelled a Charter Review Committee to study the possibility of amending the city Charter to allow for the use of executive sessions.   After reviewing the findings of the committee and consulting with his Council colleagues, President Mentel sponsored the legislation that passed City Council unanimously to place the issue on the November ballot.  Columbus voters overwhelming supported the charter change and future Councils will have the ability to meet in executive session to discuss sensitive personnel and legal matters that could save taxpayer dollars.
 
President Mentel also worked to create a more open and transparent City government by creating a law that requires all City Hall lobbyists to register with the City Clerk’s office.   This ordinance provides greater accountability while protecting a citizen’s right to meet with City officials.
 
In 2007, President Mentel convened a working group of representatives of Columbus Area Commissions and select civic associations to study the role of neighborhood groups and their interaction with city government.   This was the first time City Council had implemented such an initiative, which resulted in many positive recommendations and helped improve relations between City Hall and Columbus neighborhoods.
 
President Mentel also helped protect Columbus neighborhoods enacting a law restricting the expansion of new strip clubs to residential areas.  Adult businesses must be at least 250 feet from residences, schools, day care, preschool or church.
 
Citing his strong leadership skills and unwavering support for Columbus residents, the St. Stephen’s Community House has named President Mentel the winner of the 2008 John Maloney Leadership Award.  The John Maloney Leadership Award was established in 1989 by the Board of Trustees of St. Stephen’s Community House and is given to a deserving member of the Columbus community who demonstrates a similar level of leadership Mr. Maloney provided the city in his personal and civic endeavors.  
 
His public service includes involvement with the boards of the Columbus Zoo and Aquarium, Columbus Coalition Against Family Violence, Mid-Ohio Regional Planning Commission, Charity Newsies, the Shamrock Club and the Ancient Order of Hibernians.
 
Mentel graduated from Bishop Ready High School, Capital University and Capital Law School and currently serves as General Counsel and Chief Legal Officer for a multi-state engineering company.

Midwest rail ridership up 55% since 2005

No one wants to ride trains in the Midwest? So while Ohio debates.....

Amtrak's Illinois ridership spikes in FY10

Amtrak has set yet another annual ridership record in Illinois. In fiscal-year 2010, the railroad carried nearly 2 million people on routes operated in partnership with the Illinois Department of Transportation, up 7 percent compared with FY2009. Since 2005, Amtrak ridership in the Midwest has spiked 55 percent.

COUNCIL ACTING ON PLEDGE TO REPLENISH RAINY DAY FUND: The Economic Stabilization Fund, more commonly known as the “Rainy Day Fund,” was established by the city of Columbus in 1988 to provide for the continuation of basic services during times of economic recession or unexpected revenue loss.  Due to the recent economic crisis, the city was forced to utilize these funds, leaving the balance less than optimal.  Councilmember Andrew J. Ginther, chair of the Finance & Economic Development Committee, is sponsoring ordinance 1606-2010 to transfer $7.5 million from the city’s general fund to the economic stabilization fund as part of City Council’s commitment to replenish the fund.  Last year, Council adopted resolution 0178X-2009, which formally expressed the city’s intent to set the goal of achieving a $50 million balance in the fund by the end of 2014 and plan responsibly for future fiscal challenges. 
 
MILLER HOLDING PUBLIC HEARING ON CITY HEALTH INSURANCE POLICIES:  Columbus City Councilmember A. Troy Miller, chair of the Administration Committee, will hold a public hearing on Tuesday, November 16, 2010 at 5:00 p.m. in City Council Chambers on proposed legislation to allow the City of Columbus to comply with all federal and state health insurance guidelines.  The hearing will also provide opportunity to discuss proposed language to offer health insurance coverage to eligible dependents of Columbus city employees. The meeting will be broadcast live on city government television channel C-TV.
 
ENCOURAGING EMPLOYMENT AND BUSINESS GROWTH IN COLUMBUS:  The Central Ohio Minority Business Association (COMBA) is a non-profit agency which provides entrepreneurial development assistance and high-end business consulting free of charge to start-up and emerging business owners on a non-discriminatory basis.  Minority and Small Business Development Committee Chair Hearcel F. Craig is sponsoring ordinance 1591-2010 to authorize the expenditure of $30,000 to enter into an agreement with the Central Ohio Minority Business Association to increase employment opportunities and business growth in Columbus.  During the last three years, COMBA has provided consulting services to over 3000 business people, resulting in the creation of 240 new jobs and the retention of 481 jobs.
 
TAVARES RECOGNIZING ALZHEIMER’S DISEASE AWARENESS MONTH:  Health and Human Development Committee Chair Charleta B. Tavares is sponsoring resolution 0153X-2010 to honor and recognize the Central Ohio Chapter of the Alzheimer’s Association and promote awareness of the disease during National Alzheimer’s Disease Awareness Month.  NBC4 Anchor Colleen Marshall will accept the resolution and discuss her upcoming special “I Want to Go Home…A Journey through Alzheimer’s.”  The program features her personal experiences in caring for someone with Alzheimer’s and will air on NBC4 on Wednesday, November 17, 2010 at 7:00 p.m. 
 
preserving land near CITY RESERVOIRS:  The city of Columbus owns land along the shorelines of the city’s three reservoirs, Griggs, Hoover and O’Shaughnessy.  The property borders more than 1,200 landowners and neighbors.  Recreation and Parks Committee Chair Priscilla R. Tyson is sponsoring ordinance 1553-2010 to appropriate $31,637 from the Recreation and Parks Special Purpose Fund and to authorize the transfer of those funds from the Parks Improvement Fund to the Waterways Nature Preserve Fund to provide access for both Columbus Recreation and Parks and the Department of Public Utilities to continue purchasing supplies for the protection, restoration and enhancement of city reservoir properties.
 
PALEY CONTINUING TO PROTECT VICTIMS:  In 1988, the City Attorney’s Office created the Stalking Unit within the Domestic Violence Unit to investigate stalking complaints and support victims.  Judiciary and Court Administration Committee Chair Eileen Y. Paley is sponsoring ordinance 1610-2010 to authorize funds from the Witness Assistance Program Database and Domestic Violence Advocate Grant Funds for the City Attorney to continue the services of a stalking investigator through December 31, 2010.  This position assists in the investigation of stalking cases, assists victims, and serves as a liaison with area police departments to share information and maintain data.  Stalking occurs when a person engages in a pattern of conduct that knowingly causes the victim to believe the offender will cause physical harm or mental distress to them.  Menacing by stalking is a crime under Ohio Revised Code Section 2903.211 and a first degree misdemeanor with a maximum penalty of six months in jail and/or $1,000 fine.  A fifth degree felony may be filed if there is a previous stalking conviction.

Want to become a personal trainer? You can by spring 2011 if you register for the World Instructor Training Schools (WITS) Personal Training Certification Course, taking place in winter 2011.

This nationally accredited certification course will be held each Saturday from January 8 until February 12 from 9 a.m. - 4 p.m. in the RPAC. It includes 30 hours of hands-on learning and lecture. Registration begins November 1, 2010. The cost is $489 for all Recreational Sports members, and $539 for non-members.

Learn essential skills through the Outdoor Adventure Center’s Wilderness First Responder course at Ohio State, December 13-19, 2010.

Classes, led by professional instructors from Wilderness Medical Associates®, are fast-paced with an emphasis on practical skills. Mornings are devoted to lectures, while afternoons and evenings are spent working on tasks from stretcher construction to full-scale simulations.

Everyone who completes the course will receive Wilderness Medical Associates® Wilderness First Responder, Anaphylaxis, and BLS/Healthcare Provider-level CPR certification, all valid for three years.


Cost for the course is $675, which includes the textbook, case studies workbook, field guide, lecture notes, and handouts. This course is recommended for all outdoor professionals and enthusiasts who spend time in remote areas.
