the proposed 2012 Columbus Budget and related spending priorities.  In order for Councilmembers to have a better appreciation of the financial challenges being faced by many residents and social service agencies that support Columbus families, Councilmembers have asked representatives of Community Research Partners to present findings from their recently released report Benchmarking Columbus 2011.  The report looked at variety of economic and social factors that impact the quality of life in Columbus.  Other presentations will include an economic forecast from local analyst Bill LaFayette.

PROVIDING CURBSIDE RECYCLING FOR COLUMBUS RESIDENTS: Columbus City Council continues to support the city’s efforts to be environmentally friendly and a “Green” community.  Public Service Committee Chair Eileen Y. Paley is sponsoring four pieces of legislation that will help improve our community by providing curbside recycling for many Columbus residents.  Ordinance 1766-2011 will authorize the expenditure of $330,000.00 to educate area residents on the Curbside Recycling and Yard Waste Program, Ordinances 2000-2011 and 2003-2011 will authorize the expenditure of $4,100,000.00 for the purchase and delivery of 64 gallon recycling containers, and ordinance 2007-2011 will authorize a contract modification with Rumpke of Ohio for the new program. The City currently has a subscription curbside recycling program which will be phased out as the new program is gradually implemented for more than 227,000 households beginning next year.

 

MILLS HELPING PROVIDE NEW FIRE RESCUE VEHICLES: Columbus Firefighters respond to over 100,000 calls for emergency assistance each year.  In the ongoing effort to ensure the Division of Fire has the updated equipment they need to respond to these calls, Public Safety Committee Chair Michelle M. Mills is sponsoring ordinance 01898-2011 to authorize the expenditure of $3,585,080.00 from the Department of Public Safety’s Governmental Build America Bonds fund to purchase five new, custom built heavy rescues and equipment from Sutphen Corporation, a local company to replace existing rescues that are beyond their useful life and have high maintenance costs.  The Division of Fire has five heavy rescues assigned to fire stations throughout the city.

 

HELPING REFORM THE CITY BUILDING CODE: The Columbus Building Code currently requires that a contractor's license or registration be automatically revoked upon finding a contractor guilty of a third offense, but provides no further guidance or discretion as to the contractors permit volume, type, or the nature and time frame between prior violations.  Councilmember Zachary M. Klein, chair of the Development Committee is sponsoring ordinance 0321-2011 to amend Sections 4101.02, 4114.537, 4114.727 and 4114.937 of the Columbus Building Code, Title 41 to correct and repeal this code language.  The repeal of this code language would allow the appropriate boards of review to evaluate the merits of the cases and decide the penalty that should be attached to each individual case reviewed under their authority.  The code changes will also update the Columbus Building Code to correctly reflect the creation of the new Department of Building and Zoning Services in 2010.

 

Council Promoting Small Business Development:  The Economic and Community Development Institute (ECDI) has been instrumental in stimulating the Columbus economy by providing small loans to start-up, newly established, and growing small businesses.  Minority, Business & Workforce Development Committee Chair Hearcel F. Craig is sponsoring ordinance 2176-2011 to authorize the expenditure of $100,000 from the Community Block Grant Fund for the administration of the ECDI’s Microenterprise Revolving Loan Program.  ECDI has become a leader in the field of micro lending, providing microenterprise training to underserved populations including minorities, immigrants and low-income recipients.  Since 2005, ECDI has provided over 140 loans to Columbus-based businesses.

 

MONITORING CITY EMPLOYEE COMPUTER ACTIVITY:  Councilmember A. Troy Miller, chair of the Administration Committee, is sponsoring ordinance 1914-2011 to authorize the expenditure of $343,530.00 from the Department of Technology, Information Services Division, Capital Improvement Bond Fund for the purchase of software licenses for the IntelligentID activity monitoring system.  The software will enable the City to monitor employee computing activities to ensure compliance with technology security policies, maximize productivity, track application utilization, and provide real-time user notification of potential security policy violations, thereby preventing data losses or security breaches.  The software can be used for up to 5,000 City computer users. 

 

PUBLIC HEARING ON Proposed 2012 budget: Councilmember Priscilla R. Tyson, chair of the Finance Committee, will host a public hearing on Thursday, December 15, 2011 at 5:00 p.m. in City Council Chambers for public comment on the Mayor’s Proposed 2012 Budget.  The meeting will be broadcast live on CTV, Columbus’ channel 3 on local cable outlets.   Speaker slips will be accepted until 6:30 pm per the general rules of Council.

Dog Sledding at Upper Peninsula, Michigan

Ohio State Swim Club Food Drive Collects 3,500 Items
The second annual Ohio State Swim Club Thanks for Giving Fall Classic Swim Meet & Food Drive was an overwhelming success, and helped Ohio State beat Michigan in the Battle Against Hunger food drive!

The goal of the food drive was to collect 1,000 items. To reach this goal, a food drive competition was held in concert with the swim meet where the visiting team that donated the most items was named Food Drive Champion. This year's winner was the Dublin Community Swim team for donating 650 items.  

The Ohio State Swim Club members and families donated 965 food items.

The Ohio State Swim Club's food drive was held in collaboration with the Battle Against Hunger food drive as part of Beat Michigan Week activities the week of November 12 - 22. Through the joint effort, Ohio State defeated Michigan in the food drive total by 3,588 items. Ohio State collected 4,675 pounds of food while Michigan raised 1,087 pounds.

Meeting Highlights 12-5-11

Redevelopment OF THE FORMER TIMKEN site:  Brownfield revitalization, which transforms vacant and abandoned properties into job-creating projects, continues to be a top priority for City Council. Development Committee Chair Zachary M. Klein is sponsoring legislation for revitalization efforts in the Milo-Grogan neighborhood.  Ordinance 2146-2011 authorizes the city to enter into an agreement with the Ohio Department of Development to accept and administer a Clean Ohio Revitalization Fund grant of up to $3 million for the environmental cleanup and redevelopment of the former Timken site on Cleveland Avenue.  The site was used for manufacturing rail car wheel bearings for nearly 100 years until closing in 2001.  It has remained vacant since then and has been a blighting influence for the Milo Grogan community.  Wagenbrenner Development recently acquired the site with plans to invest approximately $12 million for environmental remediation and the construction of retail/restaurant and office/warehouse space resulting in approximately 100 new jobs.

 

ENHANCING CITY TRAFFIC FLOW:  The Division of Planning and Operations operates several specialized traffic control computers to ensure that the city’s roadway system provides safe, effective and the efficient movement of people and goods each day.  Councilmember A. Troy Miller, chair of the Administration Committee, is sponsoring ordinance 1918-2011 to authorize the expenditure of $8,805.00 for software licenses and software upgrades with Transoft Solutions to enhance traffic safety and flow throughout the city.  The software will assist the city in signal timing changes, lane assignments, widening, choosing between signals and stop signs, as well as two-way and multi-way stops.

 

council to consider Liquor Permit Objections:  City Council will consider resolutions objecting to the renewal of certain liquor permits by the Ohio Department of Commerce Division of Liquor Control.   Public Safety Committee Chair Michelle M. Mills will introduce resolutions 0328X-2011 through 0336X-2011 as part of the city’s annual liquor objection process.  At the end of each year, City Council, the City Attorney, Division of Police, Department of Health, and Department of Development work with community leaders to help advance public safety by presenting the resolutions of objection.  The resolutions address liquor permit holders and establishments that have a documented record of liquor, code and health violations, criminal activity, excessive police runs and a shown disregard for neighborhood safety.  While state law does not grant cities the authority to revoke or deny the renewal of liquor permits, each year City Council exercises its right to submit formal objections to the Division of Liquor Control for consideration during their annual review of liquor permit applications.  The Division has the sole authority to grant a renewal or uphold the city’s objection. RELOCATING CITYWIDE TRAINING FOR EMPLOYEES:  As part of the City’s ongoing efforts to be cost effective and utilize city buildings, the Department of Human Resources Citywide Training currently located at 750 Piedmont Road is being relocated.  Finance Committee Chair Priscilla R. Tyson is sponsoring ordinance 2107-2011 to authorize the expenditure of $310,800.00 for interior building renovations at the Jerry Hammond Center, 1111 East Broad Street.  The renovations will provide required office areas and training rooms.  Citywide Training provides appropriate workforce training opportunities for all employees that in turn improves work quality and results in excellent product delivery to area residents.

 

HELPING PREVENT CHILD ABUSE AND NEGLECT:  Health, Housing & Human Services Committee Chair Hearcel F. Craig is sponsoring legislation to help protect children from abuse and neglect.  Ordinance 2093-2011 authorizes the appropriation of $225,600.00 from the Health Department Grant Fund for the 2012 Family Ties Program at Columbus Public Health.  The program is designed to assist and support parents with children from 0 to 3 years old and focuses on preventing child abuse and neglect (emotional and medical), as well as diseases and infections through support and education. The program consists of a registered nurse, licensed social worker and respite officer who help address family challenges by providing growth and development assessments and links to community resources. So far this year, the program has helped 88 children and 65 families.   

 

HONORING THE 125^th ANNIVERSARY OF THE COLUMBUS YWCA: For over a century, the Columbus YWCA has touched the lives of more than 40,000 women and families through thoughtfully-planned and critically-needed programs that support and empower women.  Councilmember Eileen Y. Paley will be introducing resolution 0313X-2011 to honor the 125^th Anniversary of the Columbus YWCA.   The organization provides emergency shelter and critical services to help stabilize homeless families in Central Ohio and affordable housing for women in transition many who are beginning their first jobs; recovering from drug-related, alcohol-related, and mental illnesses; or pursuing their education. The YWCA is dedicated to eliminating racism, empowering women and promoting peace, justice, freedom and dignity for all.

Budget Hearing Dates (Revised)

 

(Please note - new date and time for the Public Safety and Judiciary Budget Hearing)

 

(Columbus)—Columbus City Councilmembers are holding a series of public hearings to discuss Mayor Coleman’s 2012 proposed budget.  Unless otherwise noted, public testimony will be accepted at all hearings.  Speaker slips can be filled out the day of the hearing and general rules regarding speaking before Council will apply.  The meetings will be broadcast live on CTV, Columbus’ government television channel 3 on local cable systems.  All dates and times are subject to change.
