Responding to concerns of police and neighborhood leaders, Columbus City Councilmember Michelle M. Mills, chair of the Public Safety & Judiciary Committee, will hold a public hearing to discuss proposed changes to Columbus’ trespassing laws.  In April, Councilmember Mills met with community leaders, business owners, and police at the Far East Neighborhood Policing Center.  During this meeting, the community and police officers voiced their frustration with repeat trespassing offenders.  Working with police, community leaders, and the City Attorney’s office, Councilmember Mills has drafted legislation to enhance the penalties for those with repeat trespassing convictions.  The July 12th hearing will discuss the purpose of the legislation, as well as the proposed changes to Columbus Municipal Code 2311.21. Public testimony will be accepted. General rules of Council apply. Anyone wishing to address City Council on this matter must fill out a speaker slip before 5:30 pm on the day of the hearing.  The hearing will be broadcast live on C-TV, Columbus’ cable channel 3.

Councilmember Hearcel F. Craig Tours South Side Settlement Center
 
(Columbus)--Councilmember Hearcel F. Craig toured the South Side Settlement House this morning to discuss the programs and services that will be continued following the passage of emergency legislation by City Council last evening. The emergency legislation provides financial assistance in the amount of $50,000 as one-time funding supplement to continue critical needs services at the facility.  
 
“The critical needs services offered by the South Side Settlement House are crucial to the residents of the South Side,” said Councilmember Hearcel F. Craig, chair of the Health, Housing and Human Services Committee.  “The emergency legislation passed last evening is designed to be a one-time funding to ensure that services continue to be provided for those most vulnerable.” 
 
Services provided by South Side Settlement House include serving hot meals, transportation for seniors, a food pantry for families, summer programs and productive activities for young children and teenagers, and clothing. 
 
For more than 100 years, the South Side Settlement House, a neighborhood-based, multi-service settlement house, has provided numerous social services including child care, social development for youths, counseling, adult groups, job-search and employment assistance, food pantry, and outreach to pregnant mothers and infants. Over 15,000 residents utilize the agency programs which run year-round, are open to all, and emphasize building community, conflict resolution, and civic action and social justice.

Cooper Park Development Moves Forward

 

(Columbus)--The Columbus City Council unanimously voted to rezone 1215 West Mound Street, the Cooper Stadium site, from Rural to Commercial Planned Development, but not before making significant amendments to the legislation that will give increased powers to the City’s code enforcement effort.   Among the changes to the application, the City Council clearly outlines enforceable language in the zoning application to strengthen the design, material and construction standards for the proposed sound wall, require a periodic inspection of a sound wall, and create a compliance review to occur one year after the beginning of operations at the site.   The legislation also empowers the Board of Zoning Adjustment (BZA) to limit the dates and times of all spectator events, not just motorsport events at the site. 

 

“This has been one of the most carefully researched and considered decisions this City Council has ever made,” said A. Troy Miller, chair of the Zoning Committee.  “We have received hundreds of e-mails, dozens of phone calls, held public hearings and realize that this is still an issue that divides many in the community.” 

 

The vote is the latest step, not the last, in the process that may lead to the creation of Cooper Park, a creative reuse of a current brown field.  Cooper Park will turn the site into mixed use educational and entertainment development with a proposed investment of $40-million that would revitalize the property, creating an estimated 300 jobs, an automotive research and development facility, restaurants and convention space that would serve as a regional attraction and provide and economic boost to the west side of Columbus.   The BZA now will be asked to approve a special permit for any spectator events at Cooper Park.

 

“We believe that the amendments offered this evening will strengthen the zoning application, giving the BZA the ability to better to monitor and regulate events at the site, ensuring the development will be a good neighbor, not just in word, but in action,” said Miller.

Our dear governor sure has lots of interesting things to say. For example, he said he wants Ohioans to get on his bus or he'll run them over with it. Odd thing is, Gov. John Kasich doesn't like buses; doesn't like trains much either, as we all know. He doesn't seem to like any alternatives to driving in Ohio, except one.

The April 16, 2011, Dayton Daily News reported that the governor used the state's planes for 16 in-state, and four out-of-state trips in his first 81 days in office. It took his predecessor 13 months to equal Kasich's plane usage.

For advocates of better trains and transit, that wasn't the most telling part of that article. It was yet another memorable Kasich quote: "There is no doubt about it — I can't get to all these places if I'm not able to fly."

That begs a question: how do the rest of us travel between Ohio cities without private planes — or for that matter, without trains or buses? "Drive" is the officially sanctioned answer within the marbled halls of the State House where your government recently approved a two-year Ohio Department of Transportation budget in which 99 percent of transportation tax dollars goes to roads and highways.

Aquatic Maintenance to Commence at McCorkle Aquatic Pavilion
Repairs have been scheduled in the McCorkle Aquatic Pavilion competition pool and diving well from July 4 to October 30, 2011. The RPAC recreation natatorium remains open for recreational swimming.

 

Projects include high area painting to address ceiling paint issues. These repairs will take place in the most expedient time frame possible. Exact completion dates are estimated as the length of each project may vary.

Europe Stifles Drivers in Favor of Alternatives

ZURICH — While American cities are synchronizing green lights to improve traffic flow and offering apps to help drivers find parking, many European cities are doing the opposite: creating environments openly hostile to cars. The methods vary, but the mission is clear — to make car use expensive and just plain miserable enough to tilt drivers toward more environmentally friendly modes of transportation. 

Cities including Vienna to Munich and Copenhagen have closed vast swaths of streets to car traffic. Barcelona and Paris have had car lanes eroded by popular bike-sharing programs. Drivers in London and Stockholm pay hefty congestion charges just for entering the heart of the city. And over the past two years, dozens of German cities have joined a national network of "environmental zones" where only cars with low carbon dioxide emissions may enter. 

Likeminded cities welcome new shopping malls and apartment buildings but severely restrict the allowable number of parking spaces. On-street parking is vanishing. In recent years, even former car capitals like Munich have evolved into "walkers' paradises," said Lee Schipper, a senior research engineer at Stanford University who specializes in sustainable transportation. 

"In the United States, there has been much more of a tendency to adapt cities to accommodate driving," said Peder Jensen, head of the Energy and Transport Group at the European Environment Agency. "Here there has been more movement to make cities more livable for people, to get cities relatively free of cars."

Chicago-area investment to benefit Ohio passenger trains

This is good news for Ohio. This investment will also benefit existing Amtrak passenger and NS freight train services to the Northern Ohio cities of Bryan, Toledo, Sandusky, Elyria, Cleveland and Alliance. All of those cities are stations on Amtrak's four nightly Chicago-East Coast passenger trains and passed by NS's 60+ daily trains which are sometimes delayed by having to wait for traffic to clear this busy rail-to-rail crossing. This investment will also provide a faster path for higher-speed passenger trains to those same Northen Ohio cities, as well as a new route for faster trains to Indianapolis and Cincinnati.

WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced the Illinois Department of Transportation can now start spending $126 million for Chicago's Englewood Flyover project that was awarded last year.The project, which will get under way late r this summer, will eliminate one of the nation's largest rail bottlenecks. The Illinois Department of Transportation contributed $6.6 million to the $133 million project.

The Englewood Flyover is a grade separation project south of Chicago Union Station that eliminates one of the most delay-prone intersections in the entire Amtrak system. It separates Rock Island District Metra commuter trains from Amtrak passenger trains traveling on the Norfolk Southern (NS) corridor.

"Untying rail congestion in Chicago is critical to developing a Midwest passenger rail network that will connect the 40 largest markets in the Midwest," said Secretary Ray LaHood. "Building the Englewood Flyover will put Americans back to work this summer and create new orders in our domestic supply chain."

An agreement between Illinois, NS and Amtrak also lays the groundwork for an additional express track for high-speed trains to points east and south. Amtrak utilizes the NS line for all trains from Detroit, Cleveland, Cincinnati and Indianapolis into Chicago. The State of Illinois will serve as the hub of the Midwest passenger rail network.

The Englewood Flyover project is part of the Chicago Region Environmental and Transportation Efficiency (CREATE) Program, a partnership between the State of Illinois, the City of Chicago, freight railroads, Metra and Amtrak, to remove and reduce train congestion throughout Chicagoland and the Midwest region. This congestion impacts all modes of transportation, forcing more trucks on to the highways, limiting access to airports, and reducing the capacity of railroads, limiting the regions effectiveness as the nation's transportation hub. In addition to the intercity passenger benefits, the Englewood Flyover will also reduce freight and commuter delays, keeping more people and freight off Chicagoland's congested highways.

"Not only will Illinois see the benefit of new construction jobs and some desperately needed congestion relief, this is a great opportunity for Illinois suppliers to bid on new orders," said Federal Railroad Administrator Joseph C. Szabo. "Illinois has more railway suppliers than any other state in the country, and does more than $4.5 billion in sales each year."

The American Recovery and Reinvestment Act and annual appropriations have, to date, provided $10.1 billion to put America on track towards providing new and expanded rail access to communities and improving the reliability, speed, and frequency of existing service. Of that, nearly $6 billion dollars has already been obligated for rail projects. This $126 million obligation was funded through the Recovery Act. In the Midwest, construction started last fall on the Chicago-St. Louis corridor. The Englewood Flyover will mark the first construction between Chicago and Detroit, which has received several grants. The Midwest has also received an award for a new fleet of domestically-built trains.

Councilmember A. Troy Miller Comments on Rezoning Cooper Stadium

Columbus City Council will consider ordinance 0710-2011 to rezone Cooper Stadium at 1215 West Mound Street from Rural to Commercial Planned Development on Monday, June 27, 2011. Councilmember A. Troy Miller, chair of the Zoning Committee, held a public hearing this week to hear from the applicant, receive public comment and listen to opponents and proponents of the rezoning.
 
In response to community concerns raised during the hearing, Councilmember Miller is leading Council’s efforts to amend the zoning legislation to include strong, enforceable noise standards, and adding additional language to hold the developer accountable. In particular, Councilmember Miller is amending the ordinance to include a compliance review one year after spectator events begin.
 
“I appreciate the dedication and passion of the residents who came out to speak at the hearing.  My office has received many calls, e mails, and letters from those who support and those who oppose the rezoning of Cooper Stadium.  One of the greatest concerns I have heard from neighbors of the site has to do with noise.  In response to that concern, I am asking that the Developer submit an annual review of compliance to the BZA after holding spectator events for one year. The community has asked for assurance that their concerns are heard if the rezoning application is approved.  This review gives residents a platform to provide feedback about whether or not the Developer is indeed a good neighbor.”
 
Councilmember Miller expects additional amendments that also address noise mitigation and other community concerns to be added to the zoning legislation prior to consideration Monday.

If we are going to do a weekend, I think June 9th or 16th are good. The trees would have to go in NECKO park because we can't plant trees in the garden. They'll bring some color to the park!

I sent an email email earlier about the an official  dedication ceremony or some sort of celebration for both the NECKO park and community gardens in conjunction with the Columbus 2012 bicentennial celebration.  April responded that May 5th is too early.  How about sometime in June 2012?  The bicentennial committee is encouraging neighborhoods to hold such events.  Grants are available if people want to apply.   They would include our event (if any) in the bicentennial calendar but we have a year to prepare for it.    Please let me know what you think.  Hope to hear from all of you.  If it is okay with you,  I would like to present our intention (without specifics) at our July meeting of the bicentennial committee

Also, we're continuing to have a significant issue with smokers coming over from the hospital (guests and staff) who are smoking along 8th.  Being summertime, it's so bad on some days that we can't leave the front doors/windows open.  I've attached a picture from today of what it looks like from our porch throughout the day every day. Is there anything we can do?

 

Finally, we'd like to schedule the tour sometime for mid- to late-July.  Our group usually can do evenings or weekend days.  Is that possible with your schedule?

Thursday, July 14th after work is fine.
 
I sent an email email earlier about the an official  dedication ceremony or some sort of celebration for both the NECKO park and community gardens in conjunction with the Columbus 2012 bicentennial celebration.  April responded that May 5th is too early.  How about sometime in June 2012?  The bicentennial committee is encouraging neighborhoods to hold such events.  Grants are available if people want to apply.   They would include our event (if any) in the bicentennial calendar but we have a year to prepare for it.    Please let me know what you think.  Hope to hear from all of you.  If it is okay with you,  I would like to present our intention (without specifics) at our July meeting of the bicentennial committee

Hi, Erin - Great to see the work on the new Spirit of Women Park moving along!  Is there an "official" update or weblink that we can share with the NECKO group email?

 

Also, we're continuing to have a significant issue with smokers coming over from the hospital (guests and staff) who are smoking along 8th.  Being summertime, it's so bad on some days that we can't leave the front doors/windows open.  I've attached a picture from today of what it looks like from our porch throughout the day every day. Is there anything we can do?

 

Finally, we'd like to schedule the tour sometime for mid- to late-July.  Our group usually can do evenings or weekend days.  Is that possible with your schedule?
